Karamoja Focus

1. Introduction

PAC Uganda, a CSO based in Soroti has been selected by Oxfam GB to support three of its local partners in Karamoja to implement the governance component of their program entitled “Building Viable, Resilient Livelihoods for the People of Karamoja; This falls under objective 3 of the overall programme funded by Irish aid in Karamoja – “To strengthen accountability mechanisms and promote active citizenship to hold those in power to account”. The three implementing partners are; Dodoth Agro pastoral Development Organisation (DADO) in Kaabong district, Warriors Squad Foundation and Caritas in Kotido district. In an agreement signed with Oxfam GB, the three implementing partners will receive capacity building support from PAC Uganda.  The support will focus on creating space for engagement between local government and civil society through building their civic competency and participation. The implementing partners will be responsible for mobilising communities to participate in civic education and PAC will strengthen the ability of these CSOs to deliver.

 3. Project outputs

3.1. Targeted population in Karamoja has increased knowledge about their rights especially related to livelihoods

3.2. Accountability mechanisms agreed and are in place in Karamoja; and informed evidence-based advocacy interventions

3.3. Ensure quality implementation, monitoring and evaluation of the project and consistent linkages between the local and national levels

 4.0       Project Activities

 4.1. Activities for Project Output 1:

4.1.1. Develop a TOR for consultants or experts to lead the development of a civic education manual

4.1.2. Identify, select and hire a civic education consultant.

4.1.3. Prepare a draft manual in close consultation with the Reference Group

4.1.4. Share the draft manual to finalize based on feedback generated from a structured meeting (one day for all partners in Karamoja).

4.1.5. Print and distribute the final manual (35 copies)

4.1.6. Develop a ToR for a communication consultant to lead the development of civic education communication plan

4.1.7. Identify, select and hire a communication consultant

4.1.8. Prepare a draft communication plan in close consultation with the Reference Group

4.1.9. Share a draft communication plan to finalize based on feedback generated from a structured meeting in Karamoja

4.1.10. Print and distribute the final communication plan (35 copies)

4.1.11. Train partners’ staff (5 persons from each of the partners in Kotido, Kaabong and Moroto) on civic education based on the final manual and communication plan (4 days to be facilitated by the two consultants and 2 trainers from PAC. The training will result in  civic education implementation plan for each partner)

4.1.12. Provide technical support: coaching, mentoring and monitoring of 4 implementing partners

4.1.13. Produce a Popular Version of the civic education manual in Karamojong language (either in collaboration with a consultant OR as a result of working with students, youth and other local groups with direct support from PAC)

4.1.14. Publish a civic education manual (1,000 copies) and the popular version (2,000 copies)

4.1.15. Develop and publish IEC materials in close consultation and collaboration with the implementing partners.

4.2. Activities for Project Output 2:

 4.2.1. Develop a TOR for consultants or experts to lead the process of developing social accountability methodologies and tools including social audits, budget analysis and community level monitoring
4.2.2. Identify, select and hire a social accountability consultant to design methodology and supervise the whole process in year 1 (about 45 working days)

4.2.3. Prepare draft social accountability tools in close consultation with the Reference Group

4.2.4. Share the draft social accountability tools to finalize based on feedback generated from a structured meeting (one day for all partners in Karamoja)

4.2.5. Print and distribute the final social accountability manual (35 copies)

4.2.6. Train data collectors (partners’ staff) to collect data for social audit

4.2.7. Provide technical support to partners (and financial support to data collectors) during data collection for social audit reports (3 reports, one annually)

4.2.8. Compile social audit reports at Karamoja level (3 reports)

4.2.9. Conduct disseminate meetings (2 meetings annually; one in Karamoja and one at national level) of Karamoja wide compiled social audit report

4.2.10. Support partners in monitoring, client charters and implementing, community monitoring using the developed methodology

4.2.11.Train partners, in close consultation with Oxfam, on advocacy in view of clear training content and sessions plan (3 days for 20 persons) and assist them to prioritize key advocacy issues (as one of the direct outputs of the training)

4.2.12. Support partners to implement various advocacy initiatives and systematically advocate for Clients Charters in at least 3 target districts

4.3. Activities for Project Output 3:

 4.3.1. Hire a professional governance trainer to: (a) compile training materials for a basic training to all partners on governance and accountability, and (b) to co-facilitate the training

4.3.2. Conduct basic training on governance and accountability for all project partners (based on clear and well-designed content)

4.3.3. Establisha Governance and Accountability Reference Group (GARG) to steer the implementation of all activities (preparation of ToR, identification of membership, etc)

4.3.4. Quarterly meetings of Governance and Accountability Group

4.3.5. Assisting partners developing governance components of their proposals to the programme

4.3.6. Establish a website focusing on governance in Karamoja that will include a discussion platform on Karamoja issues

4.3.7. Work with national level organizations to promote Karamoja

4.3.8. Provide on-going technical back-up support to partners through a mentoring and coaching programme with 7 contact days per month.
