For service delivery in Teso region, although we set out on this road year’s back, we have yet only just begun……
Social services that make the basis of a around system that every developmental process must apprehend to, such as reproduction/child bearing, regular health care, nutrition management especially to the children below the age of ten, road services, clean drinking water from properly constructed boreholes and spring wells, sanitation management and basic education should provide a foundation for all societies and make them more resilient in times of crisis.
The unfortunate bit of time is that the number of people living below the poverty line is increasing even more, partly as an economic crisis, violent conflicts around their localities and the back ground of government services coverage in the various areas of operations.
The conclusion cannot be avoided; it varies in its nature of intensity, inequality both on individual levels and public within the society such as the inaccessibility of maternal health services from the health centre IVs , poor access to essential medicines, there for;
We need a start, a result oriented social policy at all levels as a moral imperative in the struggle for the right to service delivery for all people, taking people as the government and not the government as a separate body leading the people- a person makes the people and the people make the society that is the government.
Reconfirm the primary responsibility of government for implementing their nation programmes, this is done through the introduction of government services namely NAADS, NUSAF2, UPE & USE schooling, Patriotism, Immunization campaigns to mention but a few. The likes of TISAI Sub County in Kumi district only experience the shadows of the Ugandan dream towards better service delivery.
The principles of ownership should also be a fundamental basis for individual social development, people should be learn to be responsible , take government choices as a second priority, stand firm and claim for their rights to service delivery.
Participation of civil societies, – Pac Uganda as a social partner in the policy making process especially as a catalysts for greater support towards policy achievement only providing the people with a platform to be heard and the people must stand for the people.
